easyCut v0.1.2 — Skill policy refinement and comprehensive user documentation

This release refines the Skill execution policy, clarifies re-encoding
rules, hardens output verification, and adds a full Chinese user guide.

Highlights:

• Restructured SKILL.md with explicit "Start Gate", "Core Workflow",
  "Judgment and Failure Handling", and "Completion Checklist" sections
  for clearer Agent guidance
• Extracted re-encoding fallback into a dedicated references/reencoding.md
  document; SKILL.md now references it instead of embedding a hardcoded
  JSON config example
• Hardened verify.py output directory check: now rejects any non-.mp4
  artifact (previously only checked for .tmp/staging files)
• Added comprehensive Chinese README with installation guide,

• Improved wording throughout SKILL.md for consistency and clarity

Breaking changes from v0.1.0:

• Re-encoding config JSON schema is no longer prescribed in SKILL.md;
  refer to references/reencoding.md when stream-copy fails
• verify.py now treats any non-.mp4 file in the output directory as
  an error, not just .tmp or staging files
