✨ Add Scroll-to-Top Button on Blog Page

📌 Description

This PR introduces a Scroll-to-Top button on the Blog page to improve navigation and user experience. When users scroll down the page, a floating button appears that allows them to quickly return to the top with a smooth scrolling animation.

🚀 Features Added

• Floating Scroll-to-Top button
• Smooth scroll animation
• Glowing hover effect
• Responsive design for mobile and desktop
• Dark / Light mode compatibility

🛠 Implementation

• Added a floating button (scrollTopBtn) in blog.html
• Implemented styling in blog.css
• Added JavaScript logic to detect scroll position and enable smooth scrolling

🧪 How to Test

1. Open the Blog page.
2. Scroll down the page.
