This PR should improve handling of ghost peers:

  1. Only peers of the same version can now join the network
  2. UDP support has been dropped because it can't handle private networks
  3. Newly discovered peers are marked disconnected by default
  4. Updating known peers do not override the connectivity status (this is maintained locally)
