Makes visual identity of RCAMP consistent but distinct from main site

The appearance of RCAMP was meant to resemble the old website. Moving forward the portal should be identifiable as a distinct aspect of our web presence:

• Replace masthead links with RCMAP-internal links
• Reduce prominence of jumbotron (Reduce visual prominence of jumbotron and ToS button #306)
