[Bug] Flash of wrong language on initial page load (English → Chinese)

Description

On first load, the page briefly renders in English then immediately switches to Chinese, causing a visible flash.

Steps to Reproduce

1. Open https://wallet.testring.org/ in a fresh session
2. Observe the welcome page

Expected Behavior

Page renders directly in the correct language with no flash.

Actual Behavior

Page renders in English first, then switches to Chinese.
