Implementation of Attendance

Implement the attendance screens. Required for this issue: Permissions checking, ability to log in
Attendance workflow currently gives a choice for what type of attendable you are using (team or event), then a selection of the team/event from those you have access to, then a screen that actually takes attendance with BuzzCard or manual entry.

Note that the current implementation of NFC requires a button press to initiate scanning for cards.
