[FEATURE] Option to send 'welcome' event on chat start

When a chat with the bot first initializes, send the dialogflow default 'WELCOME' event to the bot.

Make sure it can also provide parameters in the call, starting with the roomId

(this is especially useful for when RocketChat/Rocket.Chat.Livechat#441 happens)
