Feat: Add Tooltip For Jump to Msg Button

As an EmbeddedChat developer

I need to: see the title of the Arrow-back button (icons).

So That: the UI will be consistent for all the different buttons, and users will have a clear, accessible interaction with these elements.

Acceptance Criteria

• After pointing the mouse at the Arrow-back button in the Starred Messages and Pinned Messages sidebar, the user should see the text "Go To Message".
