Delete Icon Visible to Unauthorized Users in File List

Description:

The delete icon for files should only be visible to users who have permission to delete files. However, when the file list is displayed, this behavior does not align, and the delete icon is visible to all users regardless of their permissions.

Steps to reproduce:

1. Go to the file list section in the application.
2. Log in as a user without permission to delete files.
3. Observe the delete icon being visible next to files.

Expected behavior:

The delete icon should only be visible to users who have explicit permission to delete files. Users without this permission should not see the delete icon in the file list.
