Feat: Add tooltip displaying the users who reacted with a particular emoji

As an EmbeddedChat developer

I need to:
Implement a tooltip that displays the users who reacted with a particular emoji in the message as in RocketChat.

So That:
Users can easily identify which individuals have reacted to messages

Acceptance Criteria

• Tooltip must list all users who have reacted to the message with that particular reaction.
