Users in Read-Only Channels Can Access Message Toolbox and Send Emojis

Description:

In a channel where the settings are set to "read-only," users who are not allowed to send messages are still able to access the message toolbox and send emojis.

Steps to reproduce:

1. Go to a channel with "read-only" settings enabled for non-permitted users.
2. Log in as a user who does not have permission to send messages.
3. Observe that the user can select and send emoji reactions.

Expected behavior:

Non-permitted users in a "read-only" channel should not have access to the message toolbox or the ability to react to messages with emojis.
