Add simple support for Draft / Test projects

Add a checkbox to DB, API and UI. Hide or separate test projects from primary ones.

This should be a quick feature to help de-clutter the projects page and global map

@annavik I am moving this to post launch since we are creating the demo environment now. But it shouldn't be hard.
