Updates to Celery & Flower config

Summary

Config updates for our background tasks as part of trying to fix #773

List of Changes

• Keep flower DB persistent between restarts
• Remove need for basic auth on Flower locally
• Compress celery messages & results by default (attempt to help with long category maps & image lists in task arguments)
• Allow results backend to be different than the main celery broker (so we can test RabbitMQ as broker)
