Wandb-notes

• add more context (commit, command line, cwd) to sbatch file as comments
• wandb uploads the sbatch file
• add wandb note arg

Notes can be added like:

$ python sbatch.py ... note="hello alex"
# or
$ python sbatch.py ... py_args=' ... --note "hello alex"'
