Task history view should default to showing all workspaces

Problem

The task history view's workspace filter defaults to "Current", showing only tasks from the active workspace. Users who work across multiple workspaces must manually toggle the filter to "All" each time they access the task history view.

Impact

Users who frequently switch between projects experience unnecessary friction when reviewing their task history, as they need to repeatedly change the workspace filter to see tasks across all their workspaces.

I've analyzed this issue and here's my proposed implementation plan:

Root Cause:
In webview-ui/src/components/history/useTaskSearch.ts, the showAllWorkspaces state is initialized with useState(false) on line 14, which causes the workspace filter to default to "Current" instead of "All".

Proposed Changes:

1. Update useTaskSearch.ts - Change the default value of showAllWorkspaces from false to true:

   const [showAllWorkspaces, setShowAllWorkspaces] = useState(true)

2. Update useTaskSearch.spec.tsx - Update the tests that assume the old default behavior:

   • Update "returns all tasks by default" to expect 3 tasks (all workspaces) instead of 2
   • Update "filters tasks by current workspace by default" to test the new default ("All" workspaces)
   • Adjust test descriptions as needed to reflect the new expected behavior

This is a minimal change that directly addresses the user request while maintaining backwards compatibility for users who want to filter by current workspace (they can still toggle the filter to "Current" manually).
