Use OpenAI compatible with only support of encoding_format to float.

I use litellm with a OpenAI Compatible provider (internal so I can't ask the name)

Hi! I'm here to help out the maintainers and am going to see if I can fix this issue. I'll investigate adding support for the float encoding format in the OpenAI Compatible embedder for code-index. This should allow compatibility with providers that only support float encoding format like your litellm setup.

I've created a pull request to fix this issue: #7181

The fix adds support for configurable encoding format in the OpenAI Compatible embedder. You can now use either "base64" (default for backward compatibility) or "float" encoding format.

The implementation:

• Adds an optional encodingFormat parameter to the configuration
• Defaults to "base64" to maintain backward compatibility
• When set to "float", properly handles float array responses without base64 decoding
• Includes comprehensive tests for both encoding formats

This should resolve the issue with litellm and other OpenAI-compatible providers that only support float encoding format.
