Add a language picker

Add language picker to settings, allowing users to select and persist their preferred language.

• Behavior:
  • Adds language selection handling in ClineProvider for webview messages of type language.
  • Updates global state with selected language in ClineProvider.
  • Default language is set using vscode.env.language if no language is selected.
• Global State:
  • Adds language to GlobalStateKey in globalState.ts and roo-code.d.ts.
• Webview:
  • Adds language to WebviewMessage type in WebviewMessage.ts.
  • Implements language dropdown in SettingsFooter.tsx with options for multiple languages.
  • Updates SettingsView.tsx to handle language state and post message on submit.
