Remove some deprecated language files

Removes deprecated locale files and adds CI job to verify translation completeness, updating find-missing-translations.js to fail on missing translations.

• CI/CD:
  • Adds check-translations job in .github/workflows/code-qa.yml to verify translation completeness using scripts/find-missing-translations.js.
• Scripts:
  • Updates find-missing-translations.js to exit with error code if missing translations are found, failing CI checks.
• Locales:
  • Deletes deprecated locale files: ar/prompts.json, ar/settings.json, cs/prompts.json, cs/settings.json, hu/prompts.json, hu/settings.json, pt/prompts.json, pt/settings.json, ru/prompts.json, ru/settings.json.
  • Minor updates to ja/history.json, ja/settings.json, ko/settings.json, vi/settings.json to adjust translation keys.
