Summary

change route-engine runtime and emitted audio volumes from the old 0..1000 convention to 0..100
update runtime defaults, schemas, system/render-state specs, and VT fixtures to match the new scale
bump route-engine from 1.0.2 to 1.0.3 and update the pinned route-graphics dependency to 1.7.5
