Automatic buffer size determination

Implement algorithm to determina an optimal buffer size in CompressParallelAsync

Restricted to seekable streams, because the stream length is required

Or simple default buffer size of 80k (largest multiple of 4k that is smaller than Global Object Heap threshold)
