'Help' command does not bring back help window when user minimises the window

When users minimise the help window after opening it once, it does not reappear when the help command is keyed in again.

The UI shows the message "Opened help window." which may be confusing for users as they do not see a help window open on their screen and may not remember that they had minimised it previously.

Team's Response

We are aware of this bug and how it may affect users but our User Guide also explicitly warns our users about this known issue, hence we do not see this issue as being very problematic. Thus we believe the current app can still function normally as intended and that fixing it is less important than the work done in v1.6. Therefore we believe the issue is out of scope for this iteration.
