A backported fix was released in #616 which fixed a version requirement. That branch won't be merged into `master`. However, this commit cherry picks just the CHANGELOG.md changes.

A backported fix was released in #616 which fixed a version requirement. That branch won't be merged into `master`. However, this commit cherry picks just the CHANGELOG.md changes. It also notes which releases were yanked because they had a broken version requirement for `signature` >=1.3.1.
