This PR adds a new field
status.inventory[].lastAppliedAt. This is a prerequisite for the planned refactoring of the force-reconcile logic. Consumers must regenerate their CRDs latest when they incorporate the mentioned refactoring. We split the shipment to give consumers the chance to do this in two steps.
