In line with SAP OSPO requirements, this PR adds the REUSE Tool links to the README

Notes:

Please register the repository with the REUSE Tool to complete the integration (see [rl-reuse_tool-3] Violation against OSS Rules of Play #38 and [rl-reuse_tool-4] Violation against OSS Rules of Play #39)
