This PR moves the generic Kokkos Kernel Aggregation utilities from Octo-Tiger to CPPuddle (since they can actually be used independent of Octo-Tiger). Said utilities were added to Octo-Tiger in STEllAR-GROUP/octotiger#469 and moved to a separate header in STEllAR-GROUP/octotiger#487.
