Add anonymous review packet guard

Summary

• add a deterministic anonymous review packet guard for the Scientific Bounty System
• detect identity leaks in anonymous submission packets from commit authors, local file paths, notebook outputs, document metadata, EXIF/device data, acknowledgements, unredacted sponsor access, missing redaction receipts, and overexposed identity audit logs
• emit synthetic JSON, Markdown, SVG, and short MP4 demo artifacts
