Looks good to me. Is 30mins a default timeout for the github hosted runners? |

I'm not certain what the default timeout is, but we currently have it set to 30 minutes here. Is it okay to extend this? |

Yeah. It seems like we will have to, at least for when the cache isn't used. |

Switch to OpenMPI in CI due to known MPICH compatibility issues (discussion) with Ubuntu 24.04. Additionally, introduce MPIEXEC_PREFLAGS to support oversubscribing when launching multiple cores.
