Bumps VERSION_NAME 0.32.1 -> 0.33.0 and the engine dependency 0.32.4 -> 0.33.0 (transformers tracks the engine version line in lock-step). No transformers API changes; adopts engine 0.33.0 (norms -> real stablehlo.reduce so transformer exports compile on stock IREE #769, autodiff dispatch fix + new diff ops #774) and the dependabot bumps already on develop (Ktor 3.5.1 #198, Logback 1.5.36 #199).
