docs(changelog): align 1.14.0 entry with the shipped state#111

The [1.14.0] entry was written before the WindIO discovery refinements (missing-PyYAML hint preserved, non-UTF-8 sidecar skipped, project .git-boundary deck scoping) and the README Read the Docs link change landed. Enrich the discovery entry and add a Docs note so the changelog matches what shipped and the GitHub Release notes.
