Rename wiki pages to consistent Title Case - Getting-started-with-SMS++ -> Getting-Started-with-SMS++ - Customize-the-configuration -> Customize-the-Configuration - SMS++-GitLab-guide -> SMS++-GitLab-Guide - update all internal links accordingly (home stays the GitLab landing slug)
Overhaul wiki: restore and align guides, add Python and vcpkg pages - restore and update to current SMS++ the guides deleted earlier: Customize the configuration, Troubleshooting, Developer's Guide, GitLab CI/CD guide (no Conan; vcpkg replaces it) - add 'Using SMS++ from Python' (pySMSpp / pypsa2smspp, links the upstream readthedocs docs and examples) and 'Using SMS++ with vcpkg' - reorganize home into clear user/developer sections linking every page - cross-link Installing to the Customize/Troubleshooting pages - single-source each topic and link it elsewhere (no duplicated tables/lists)
