DS-068: Standardize the application icon system

Context

SO4 uses Hugeicons alongside inline SVGs with inconsistent size, stroke width,
alignment, and accessible treatment.

Scope

• Define approved icon sizes and stroke widths for controls and data display.
• Add a lightweight shared Icon wrapper for Hugeicons.
• Audit inline SVGs and document justified exceptions such as the logo or chart art.
• Standardize decorative versus meaningful icon accessibility.

Acceptance criteria

• The wrapper supports the approved size scale and semantic tones.
• Decorative icons are hidden from assistive technology by default.
• Meaningful standalone icons require an accessible label.
• Icon alignment remains stable inside buttons, inputs, tabs, and badges.
• A repository check or documented audit identifies remaining exceptions.

Out of scope

• Replacing the SO4 logo.
• Designing a custom icon library.
