[Feature]: Implement FeatureValueExtensions

Description

The FeatureValueExtensions class in SysML2.NET/Extend/FeatureValueExtensions.cs contains 2 extension method(s) that compute derived properties for the IFeatureValue interface. These methods currently throw NotSupportedException and need to be implemented.
