Made MetroMan robust to getting series of observations not at same times in the set.
Fixed a bug where time was getting filled with zero instead of nan, and the zero time getting treated as a value instead of fill.
Made this robust to errant duplicated observations which used to appear in the SWOT timeseries files
Write out "time" variable. Will use this to create reach-level files.
Fixes a bug. Allows writing of a fill value list of times when there's a bad inversion set.
Added handling for bad invesion sets for obsolete bit of retrieve_obs
