Channels not being properly marked as read

Describe the bug

Some channels are not properly marked as read even after viewing all messages and clicking the "Mark as read" button.

Reproduction

1. Click on a channel that isn't completely marked as read
2. View all messages / click "Mark as read"

Expected behavior

Channel is properly marked as read and no longer has an icon next to it / in the space icon.

Platform and versions

1. Linux
2. Firefox 149.0.2
3. Sable v1.14.0-dev

Additional context

Some channels do get properly marked as read while others do not, I am not sure what the common factor between the channels that don't get marked as read are.

Also been getting this for a long time. I only just discovered the unread diagnostics and it looks like whatever the "Atom unread" marker getting stuck at 1 total is the root cause.

I'll provide two samples but I have many rooms that are in this state.
