Unexpected automatic re-ring in 1:1 calls after participant disconnects

Describe the bug

When a 1:1 Matrix call has two participants and one participant leaves, the call remains active and the client immediately starts ringing the remaining participant again instead of ending the call. This causes unwanted incoming-call notifications.

Reproduction

1. Join a 1:1 call with someone
2. Leave while the other stays on call
3. You should immediately get a ring notification

Expected behavior

When leaving a call I do not get ringed again.
