Deafen button does not apply to new users in calls

Describe the bug

The "deafen" button successfully mutes existing users in a voice call. But, when a new user joins the call or an existing one reconnects, I can hear them despite the deafen mode still being active.

Reproduction

1. Join a voice call
2. Click on the deafen button
3. Existing users should be muted
4. A new user joins the call or an existing user reconnects
5. Hear the newly joined/reconnected user through deafen mode

Expected behavior

No sound from other users in deafen mode
