redacted state events do not appear in the timeline

Describe the bug

most redacted non-state events are displayed in the timeline.

Reproduction

1. send a membership or something
2. redact it
3. click the reply-to of the redaction timeline event
4. notice a nearby message get highlighted, and the lack of redacted event

Expected behavior

some state event tombstone should be displayed
