This commit moves tf2tflite and test tools to compiler/_deprecated directory. `tf2tflite` is replaced as two-step solution to use official TFLite converter first then use `tflite2circle`. ONE-DCO-1.0-Signed-off-by: Hyeongseok Oh <hseok82.oh@samsung.com>
