Toolbar actions don't show up

IDA Version: 8.3.230608 Windows x64

I can only use keyboard shortcuts in newer IDA versions. Toolbar actions are not present.

@Scags Managed to fix this plugin for IDA 9 using copilot - the toolbar is back and signature related commands seem to work. Haven't tried the more advanced stuff. Would you like me to create a PR?
