The framework is designed to be legitimate from its very first moment, structurally resistant to tyranny, and grounded in the genuine diversity of human civilization as it actually exists on this planet.
The proposal proceeds from a single foundational conviction: that the problems which most threaten humanity — climate change, pandemic, nuclear proliferation, and interstate conflict — cannot be solved by any collection of sovereign nations acting independently, and that a legitimate global governance structure requires not just institutional design but a founding process that real human beings can trust.
Every element of this framework is the simplest possible version of itself that still works. Complexity fails in complex ways. Simplicity fails in obvious ways that can be caught and corrected. The framework is held together not by rigid rules but by transparency, human contact, appropriate stakes, and the natural weight of what is being decided.
No deadline is imposed at any stage of this process. The scope of what is being decided is too consequential for artificial urgency to be anything other than a liability. History is consistent on this point: rushed founding moments produce flawed documents, and flawed founding documents produce the fault lines that destabilize everything built upon them. This framework refuses that trade. The work ends when the room genuinely believes it is done — not when a clock runs out.
The process begins with a single document: the World Federal Initialization Accord. Every recognized sovereign nation signs this accord as a precondition for participation. The accord establishes four commitments:
- Participation in the Proto-Congress as described in this framework
- Respect for the Partial Sovereignty Freeze during the initialization period
- Acceptance of the outcomes of the supermajority consensus process
- Voluntary integration into the resulting federal structure upon completion
The accord is self-enforcing through structural asymmetry. Once a critical mass of nations has signed, the cost of remaining outside the emerging federation — diplomatic, economic, and reputational — exceeds the cost of the compromises required to participate. No external enforcement mechanism is required during the initialization period because no rational state actor benefits from unilateral defection once the process is underway.
During the initialization period, ordinary governance continues uninterrupted at all levels. Economies function. Public services operate. Domestic legislation proceeds normally. The freeze applies exclusively to decisions that could prejudice the federal structure being negotiated:

- Constitutional amendments at the national level

There is no central authority to enforce the freeze prior to the formation of the federation. This approach instantiates what the philosopher John Rawls termed the original position — a starting condition in which no party knows what position they will occupy in the resulting system, and therefore cannot design the system to favor themselves. The graticule grid mechanizes this principle without requiring any party to actually achieve impartiality. The geometry enforces it structurally.
The refinement of the geometric grid is guided by a single foundational principle: federal units should reflect genuine civilizational coherence, defined by the intersection of shared ecological environment and shared cultural heritage.
These two criteria are not independent. Culture is largely a product of environment — shaped by climate, geography, resource availability, and historical contact patterns. A federal unit defined by cultural-environmental coherence represents a group of people whose shared physical and historical context gives them enough common ground to govern themselves meaningfully at the regional level, and enough genuine distinctiveness from other units to warrant separate representation at the federal level.
This principle applies symmetrically. Where the geometric grid forces together populations with radically incompatible profiles, the grid is amended to divide them. Where the grid separates populations that share a coherent civilizational identity — divided only by historical accident, colonial border-drawing, or dynastic contingency — the grid is amended to unite them. The expected outcome is approximately 50 to 60 federal units, a number that reflects the genuine resolution of human civilizational diversity at the appropriate level of zoom.
The Proto-Congress consists of one representative per graticule cell — 72 members in total, plus one Presiding Officer as described below — producing an odd total membership that eliminates the possibility of tied votes. Representation at this stage is deliberately equal across cells regardless of population. This is the one moment in the entire framework where equal cell representation is more legitimate than population-weighted representation, because the body is not governing people — it is deciding the units that will determine how people are governed.
Representatives are preselected by the existing governments of the nations within each cell. Countries are entirely free to determine and agree upon their selection process internally. There are no rules imposed by this framework regarding how that selection occurs. However, every country is required to be fully transparent with its own public about the selection process and the person selected. There is no central authority to adjudicate disputes about representation — prior to the formation of the federation, none exists. Each government bears sole responsibility for handling the public scrutiny that transparency produces.
The Proto-Congress is presided over by a single Presiding Officer — the individual who proposes the formation of the Proto-Congress in the first instance. The Presiding Officer is simultaneously a full representative of their graticule cell.
The role of the Presiding Officer is facilitative, not authoritative. They hold no additional voting power on any substantive matter. Their function is to guide the room — to slow it down when it moves too fast, to open questions before conclusions are reached, to read the texture of human exhaustion and tension and respond to it honestly. When a member is about to propose the design of an institution, the Presiding Officer might first ask: before we design it, let us establish why we need it, and whether better alternatives exist. When the room has been deliberating for many hours, the Presiding Officer might simply ask whether anyone is hungry.
Both of those interventions are doing real constitutional work. The first prevents the design of institutions whose purpose was never clearly articulated — a consistent source of long-term institutional failure. The second reminds the room that the people in it are human beings first and representatives second, and that the quality of human contact in a founding room directly determines the quality of what the room produces.
The Presiding Officer may take informal, non-binding temperature reads of the room at any time — a show of hands, an open question, an approximate sense of where people stand — without triggering a formal vote. These reads carry no procedural weight. They exist solely to help the room understand itself.
The Presiding Officer holds one procedural power not available to other members: the ability to call a recess through an inverted threshold mechanism.
When the Presiding Officer proposes a recess, the proposal passes unless 25 percent or more of members actively register disagreement within a specified brief window. Silence and abstention count as consent. The threshold for blocking a recess is substantially lower than the threshold for passing any substantive proposal — reflecting the foundational assumption that a room under the weight of this work probably needs rest when asked, and that active disagreement is required to override that assumption rather than active agreement to enable it.
Recesses may be of any duration and may involve relocation to any place the Proto-Congress collectively chooses. There is no rule against it. If it helps the room reach genuine consensus, it is worth whatever logistical complexity it creates.
A room where the voice of many is the voice of all is one where nobody has a voice at all.
The Proto-Congress operates on a single procedural principle: nothing happens unless someone proposes it.
There is no imposed agenda. There is no automatic sequencing of business. There are no votes that occur without a human being standing up and initiating them. The session continues until a member proposes that it conclude and a supermajority agrees. This proposal-only architecture embeds passivity as the system's default disposition — the body does nothing unless moved to act, which is the correct disposition for an institution of this unprecedented power.
All substantive decisions require a supermajority of 75 percent to pass. This threshold is calibrated deliberately: low enough that obvious fixes to the geometric grid pass without obstruction, high enough that no regional bloc can impose an arrangement on others through narrow majority voting. A 75 percent threshold requires broad genuine consensus rather than political coalition.
There is no deadline. The session continues until the work is done. The partial freeze holds throughout. This removes the time pressure that has caused so many historical constitutional moments to produce flawed documents through the compulsion of artificial urgency. The scope of what Proto-Congress is asked to decide is too vast and too consequential for any deadline to be anything other than an invitation to incompleteness.
While the primary mandates of Proto-Congress are the refinement of federal borders, the review of the founding constitution, and the resolution of transitional questions, its legislative authority is not limited to those mandates. Proto-Congress is a fully sovereign temporary legislature. Any member may propose any act on any subject. If a supermajority agrees, it passes.
This open scope is intentional. The world being initialized is complex in ways that cannot be fully anticipated in advance. Restricting Proto-Congress to a narrow mandate would guarantee that important questions fall through the gaps. The proposal-only system and the 75 percent supermajority threshold are sufficient checks on the exercise of this broad authority without the need for artificial restrictions on subject matter.
All acts passed by Proto-Congress are transitional by default — subject to review, amendment, or repeal by the permanent federal Congress once it forms. They are good enough to navigate the initialization period, not necessarily permanent.
The choice of approximately 72 members is not incidental. It reflects a foundational conviction that legitimate founding moments require genuine human contact, not procedural aggregation.
At this scale, the Proto-Congress functions less like a parliament and more like a constitutional seminar — a room small enough that everyone eventually knows everyone, that genuine persuasion is possible, that a person can stand and speak and be heard as an individual rather than as a voting bloc. Over the course of a multi-month session, informal social structures emerge organically: trusted interlocutors, bridge-builders between factions, voices whose rarity give them weight. The representatives will be nervous. That nervousness is appropriate and should not be designed away. The founding of a world federation is not a routine administrative event. Among the most consequential work of the Proto-Congress is the resolution of the inherited world order — the accumulated treaties, institutions, legal frameworks, and unresolved crises that the new federation inherits from the system it is replacing. This work proceeds in parallel with border refinement and constitutional review, as urgency demands.
The following questions are illustrative of the transitional mandate. They are not exhaustive. Any member may raise any transitional question as a proposal at any time.
Institutions such as the United Nations, the World Health Organization, the International Court of Justice, and the full apparatus of existing international law must be evaluated, absorbed, reformed, or dissolved. The specialized agencies of the UN — those performing genuine operational functions in health, food security, education, and humanitarian response — are strong candidates for absorption into the federal structure rather than replacement. The political bodies, whose functions are superseded by the federation itself, are candidates for orderly dissolution.
Existing regional blocs — the European Union, the African Union, ASEAN, Mercosur, and others — represent decades of accumulated legal and regulatory infrastructure. Their dissolution into the federal structure should be managed on a transitional timeline that preserves functional continuity while progressively transferring authority upward to the federation.
The Universal Declaration of Human Rights represents the closest thing humanity has to a shared statement of values. Rather than replacement, the founding constitution should adopt it as a minimum floor — preserving its accumulated legitimacy while extending it to address rights that were not contemplated in 1948, including digital rights, environmental rights, and the rights of future generations.
The Geneva Conventions, which regulate the conduct of war between sovereign states, become largely inapplicable in a world where interstate war is by definition illegal. Their successor framework — governing the federation's own use of force internally — must be written from first principles and represents some of the most difficult constitutional territory Proto-Congress will encounter.
The consolidation of nuclear weapons under exclusive federal military control is among the most urgent items of the transitional mandate and should be among the first Proto-Congress addresses after establishing its own procedures. No member unit may retain independent nuclear capability under the federal structure — a member unit possessing nuclear weapons is effectively immune from federal authority, which structurally undermines the entire framework.
The transition requires a verified consolidation process, an agreed drawdown timeline, and ironclad constitutional prohibition on the re-acquisition of nuclear capability by any member unit. This is non-negotiable as a foundational matter and its urgency justifies early priority.
The framework must address entities that do not recognize the federation's authority — whether breakaway states, non-state armed groups, or organized criminal and terrorist organizations operating across what will become internal federal borders.
For breakaway states, the federation's primary tool is the structural attractiveness of membership — economic integration, security guarantees, and representation should make defection irrational for any entity with a functioning relationship with its own population. The federal military, controlled by Congress, is the enforcement mechanism of last resort, not the first resort.
For non-state armed groups, a transitional amnesty framework with a defined deadline is the most humane and practical approach — entities that integrate into recognized security structures within the transition period are treated as legitimate; those that do not are defined as criminal organizations under federal law and treated accordingly.
These are among the hardest questions Proto-Congress will face. The no-deadline principle is especially important here — resolution that is rushed is resolution that does not hold. The world has lived with these problems for decades. A few additional months of careful deliberation is a reasonable price for a durable answer.
Upon sufficient progress on the transitional mandate and border refinement, the Proto-Congress turns to the review of the founding federal constitution.
The constitution is presented to the Proto-Congress as a draft. Members may propose amendments using the same proposal-and-supermajority mechanism. The review continues until the Proto-Congress reaches a supermajority agreement that the document is ready for adoption — or until a full session of proposals produces no amendment that achieves the supermajority threshold, at which point the document is deemed ratified by the silence of a room that found nothing to change.
The founding constitution embeds the principle of subsidiarity throughout: decisions are made at the lowest level of governance competent to address them. The federal level governs only what genuinely cannot be governed below it — the global commons, interstate conflict, fundamental rights that member units cannot abrogate, and the shared military.
The world federal military is controlled exclusively by the permanent federal Congress. No executive, no member state, and no regional unit may deploy federal military force unilaterally. This structural choice reflects the foundational insight that the concentration of military power in a single executive is the primary historical mechanism through which republics become empires. The military exists to enforce the constitutional order, deter member states from using force against one another, and address threats to the global commons. It is not an instrument of any member state's foreign policy.
The location of the federal capital is among the questions Proto-Congress is empowered to decide. The capital should be located in a place that belongs to no existing member unit in any historically significant sense — purpose-built or established on neutral territory — so that no unit can claim cultural or political ownership of the seat of federal power. This question is subject to the same proposal-and-supermajority process as all others.
Upon completion of constitutional review, the full text of all decisions made by the Proto-Congress — every border amendment, every constitutional provision, every transitional act, every vote record — is released publicly in its entirety. The world is given time to read it. Then a global referendum is held, presenting every person on Earth with three questions.
"Do you ratify this framework?"
This question is asked of humanity as a whole. The unit of analysis is global because the federation is global. A supermajority in favor constitutes ratification. If ratification fails, the Proto-Congress reconvenes with the mandate to amend, informed by the results of the referendum and by the answers to questions two and three.
"In the case that we do not ratify, do you wish to change your representative?"
This question is asked locally — each country or cell answers for itself. If the referendum fails and a reconvening is required, this question determines whether the same representative returns or a new one is sent. Accountability for the content of the negotiations rests entirely with the representative and the government that selected them. The world federation does not adjudicate this. Public scrutiny does.
"Do you dissent from any decision of your representative? If so, select which."
Every decision made in the Proto-Congress is assigned a unique identifier and presented as a selectable item in the referendum interface. Any person may flag any number of decisions they dissent from. Multiple selections are permitted. No minimum engagement is required. This question carries zero formal obligation — it cannot overturn any ratified decision and triggers no automatic review.
What it produces is something that has never existed before in human history: a granular, globally sourced, itemized record of where humanity actually stood on the specific decisions that founded its governing structure. Not polls. Not elections. Not representative proxies. Actual people, potentially billions of them, saying precisely which choices they accepted and which ones sat wrong with them.
This document is delivered in its entirety to the newly formed world federation as its first order of business. It tells the federation where its legitimacy is strong and where it is thin. It maps the fault lines before the first crisis forces the question. It is the margin notes of humanity written into the founding document from day one — and it is the most honest thing any governing structure has ever known about itself at the moment of its birth.
Question three requires digital infrastructure to function at scale. Every decision record must be cross-referenced with broadcast documentation and staff records to ensure completeness and verifiability. The integrity of the dissent record depends on the integrity of the underlying decision log.
Upon ratification of the framework by global referendum, the Proto-Congress dissolves completely and irrevocably. It transfers no residual authority to any successor body. It creates no transitional oversight mechanism. It simply ends.
This dissolution is not a procedural detail. It is a structural commitment. Temporary bodies given extraordinary power have a consistent historical tendency to find reasons to perpetuate themselves. The Proto-Congress is designed with dissolution as its terminal condition — a bootstrap mechanism that writes itself out of existence precisely because its mandate was always finite and its power was always borrowed from the future federation it was creating.
The permanent federal Congress, constituted under the population-weighted representation rules of the founding constitution, assumes authority immediately upon the Proto-Congress's dissolution. The world federal system is in place. The initialization is complete.
