Block Explorer GUI Upgrade — Real-Time Dashboard (50-150 RTC
Created standalone HTML dashboard with vanilla JS that consumes existing API endpoints, plus minimal Flask routes for missing wallet/hall endpoints. Follows existing Flask patterns and sqlite3 usage.
