Summary

This PR enhances the payout preflight validation logic to support multiple blockchain networks, specifically RustChain, Base, and Ethereum.

Changes

  1. EVM Address Validation: Implemented using regex to verify Ethereum and Base wallet formats (0x-prefixed, 40 hex chars).
  2. Context-Aware Validation: Updated to accept an optional parameter and perform format checks specific to the target network.
  3. Data Robustness: Improved the precision of error messages by including the chain context when validation fails.
