Summary

This PR hardens the epoch enrollment process by enforcing strict format validation on miner public keys.

Changes

  1. Hex Validation: Added a regular expression check to ensure that is a valid hexadecimal string of appropriate length (32 to 128 characters). This prevents malformed, non-hex, or injection-prone strings from being recorded as miner identifiers.
  2. Data Normalization: Ensured consistent lowercase storage for all public keys.
  3. Robustness: Reduces the noise and potential exploitation of the reward distribution ledger.
