Add test data for suggestions & hard code category / suggestions changes for demo and testing.

This will be a temporary change that will be removed when we have the API returning the actual data from a true source.

This will enable us to quickly iterate on UI design choices, without being dependent on the API functionality.

Actually, I don't see this as something to replace. Mock data will save us cost in non integration lanes. I kind of want to look at the options for how modern practices would have us stand-up a mock api. Obviously, the client could have its own mock implementation of the api - which i think would be a good practice to avoid even that level of integration in dev?
