Write docs for updating Clearinghouse? #150

We currently don't have documentation explaining which steps from the install docs to skip if you are just upgrading a clearinghouse install, reusing its existing database.
I don't know if that's an important thing. An admin with some prior exposition to setting up things will probably be able to figure it out regardless.
