• Maintenance Heartbeat Runner Hardened: adds the project-scoped
  maintenance heartbeat runner, schedule handling, activation suppression, and
  diagnostics evidence paths while keeping heartbeat disabled unless explicitly
  enabled.
• ccb_self Default Alignment: blank-project built-in config now includes
  ccb_self:codex bound to canonical agentroles.ccb_self, and install/update
  provisioning refreshes the recommended CCB self role without changing
  existing custom project configs.
• Role Identity Compatibility Fixed: CCB source now matches the
  agent-roles-spec catalog identity agentroles.ccb_self and only treats
  agentrole.ccb_self as legacy input compatibility.
• Config Authority And Prompt Delivery Hardened: generated config guidance
  keeps one role-binding authority, Role Pack hook paths use the correct CCB
  binary/project root, and Codex prompt delivery acceptance guards reduce false
  completion.
• ccb_self Expert Knowledge Docs Added: adds the CCB self expert manual,
  plan-tree decisions, and test coverage for the role's expert reference and
  communication recovery guidance.
