feat: update background jobs, auto-resolution logic and Arabic translations v3.2.1

Summary

This PR prepares UPH for v3.2.1 with several background job enhancements and translation updates.

Changes:

• Dynamic Party Issue Updates: Background jobs now update existing open issues with new findings instead of creating duplicates.
• Transaction Health: Added support for boosting severity of draft issues when configured in settings.
• Auto-Resolution Sync Jobs: New background jobs to resolve unlinked and duplicate issues that are fixed outside the dashboard.
• Scheduled Tasks: Added sync jobs to hourly scheduler.
• Arabic Translations: Updated with missing translations for Setup Wizard and Dashboard.
• Version Bump: App version set to 3.2.1.

Verification has been performed locally.
