This commit includes several UI/UX improvements: - Reorganized Party Master form layout for better field accessibility. - Added Party Issue to the Dashboard. - Enabled bidirectional tracking for Party Relationship in the Dashboard. - Added a high-severity issue notification headline in the JavaScript controller.

This PR introduces several UI/UX and dashboard enhancements for the Party Master DocType:
UI Improvements:
party_master.jsonto prioritize the most important information (Identity and Details) and logical grouping of secondary data (Contacts, Accounting, Tax, Settings).Dashboard Enhancements:
Party Issueto the Accounting section of the dashboard.Party Relationship(showing both Subject and Object roles).Client-side Logic:
party_master.jsthat warns users if there are any open 'High' or 'Critical' severity Party Issues linked to the record.
