It's my understanding that there are multiple ways to get your PR to count towards the official Hacktoberfest event including having it Approved and/or having it merged. You don't necessarily need both for it to count.

To verify that you've earned the credit towards Hacktoberfest, you can login to https://hacktoberfest.com/profile/
and check that the PR in question is logged. If it has been less than 7 days since the merge, you should see something like this but the fact that it's showing up means it has been counted:

Hello! This comment is to inform you that unfortunately, this repository, on October 3, was excluded from participation in the official Hacktoberfest event.
