Rhythm Tengoku English Patch Beta-13a

You're wondering to yourself why a such high jump in the release...?
Well I've got things for you. I figured out why the "Rhythm Heaven Sprite Editor" wasn't working, I'll explain that in the Wiki. For now please enjoy this release!
I also made that the "Rhythm Tengoku Modding Server" (Not "Rhythm Heaven Modding Server") is also an "hub" for the English and French patch, so please come if you feel like (https://discord.gg/EwcWhVF)!
I also added a Rhythm Tengoku Rev0 to Rev1 Patch if needed.
